You could reinstall, or at least delete Agio and Agopengps in appdata/local:

Agio Freezing

Delete the AgOpenGPS & AgIO folders in C:\Users\[username]\AppData\Local Feel free to make a backup before deleting if you want to.

The startup settings are stored in those folders (it might be enough to delete the last stored user.config files)
