Who controls the speed of the tractor

Hi!

The forward movement of the tractor via the accelerator is done by the operator, right? AgOpenGPS just control the steering?

The operator sets the speed. Does the braking. Alert and ready to take control.

For harrowing for example U turn is smooth enough I set the tractor gear and throttle to one speed, and wait hours for sloughs to appear.
