I had some additional issues with my toughbook CF-H2. Here is the solution I found through some help.
"I found in the tray there was a utility running called “Wireless Switch Utility”. I had a hunch that it was responsible to turn off the WiFi. So I used Task Manager to “end task” that Wireless Switch Utility, and I disabled it from being a Startup app (so you don’t have to worry about it when restarting the computer).
That worked. Immediately both the Ethernet and the Wifi would both stay connected."
