There are flat horizontal lines on the steering angle sensor on the graph. There can be 2 reasons:

1. Loose steering sensor connections, delayed sensor response, faulty sensor.
2. Hydraulics react too late (too low minimum PWM)
   Could you post a graph of the test steering at a standstill. With arrows?
